QUALITY CERTIFICATE OF BELARUS  (BELST)
 BelST certificate system was created for the potentially dangerous products in terms of life health and ownership in Belarus since April 01, 1994 and it became compulsory domestically and in customs at the date of April 15, 1994 Belst document is a certificate for confirming the compliance of the quality and safety of the documents to Belarus standards. Quality certifications of the products are compulsory for some products, where as for some products made on request. BelST certificate is prepared by testing the related product in the accredited laboratories and subsequently preparation of the certificate by the certification centers accredited by the state pursuant to testing protocol. BelST certification is requested in the inspections made in the stores of the domestic market  except for desired documents at customs 
BelST certification is required as a prerequisite in order make the sale of the related product in Belarus. It is extremely difficult for the products which don't have BELST Certificate to be sold in Belarus market.

Types of Belts  Certificate

•    1 year (serial production) BelST Certificate: The certification process in realized under the light of the samples and documents taken in this document type given for a period of 1 year.

•    3 years (Serial Production) BelST Certificate: The certificate is issued as a result of expert examinations in situ, selection of samples and successful completion of conducted examinations and laboratory tests of the samples   This certificate type requires an annual review in every year.

•   BeIST Certificate on the basis of lots and agreement: Lot based certificate: It is issued on behalf of the exporter after receiving  the document and information belonging to a specific lot number
Contract based BelST Certificate: It is given on the basis of the sales contract between the manufacturer and the purchaser. This certificate requires the agreements signed between the two companies and export invoice  is required. This certificate is issued on behalf of the exporter or importer.

EXEMPTION (REFUSAL) LETTER:
The products requiring certificate at the customs are issued in the circulars  issued by Russian Federation Customs Committee once every 6  months. For a product excluded from the list an exemption (REFUSAL) letter must be taken and included in the customs documents. This letter is used both in the domestic market and at the customs and is given as lots. The authorization to issue this letter belongs to VNIIS institute.
This letter given by accredited (authorized) certificate centers and declaring that the certification of the related product is not mandatory, is prepared by the certificate center in a standard form and approved with seal and signature. Each country has a specific rejection letter format and application in Russia Federation, Kazakhstan, Belarus, and Ukraine. EAC rejection letter can also be given to determine if the related product is under the scope of the customs union certification-declaration or not.
Refusal Letter is given in two types:
1.   Refusal letter for product sale - It is a letter issued by an accredited certification body on behalf of the company and company manager.
2.   Refusal letter for custom units- It is a letter issued by an accredited certification to attention of custom authority.
