EAC-CUSTOM UNION CERTIFICATE AND DECLARATION

EAC (CU TR) CUSTOMS UNION CERTIFICATE/DECLARATION
Since February 2012, in accordance to the agreements made between Russian Federation, Kazakhstan and Belarus, common directives started to be used in product certifications. In 2013, 47 main document was prepared and 20 directives was created.
Eurasian Economic Commission (EEC) which is the decision-making body of the Customs Union has stipulated the export of some products to a condition of conformity assessment. The product list was determined on the basis of Harmonized System Code (HSC) under the scope of technical regulations conformity assessment (confirmation) which will be submitted with customs declaration to common customs area on imports with the decree of EEC dated October 15, 2013 and no 28.
Certification processes of the products in scope are carried out by the authorized certification bodies accredited by the Russian National Accreditation Agency in the form of declaration or certification.
Customs union TR certificate means that the products exported by the Customs Union countries comply with the current laws and Technical Regulations. At the same time, it enables the utilization of machine and equipment installed after being imported in all Customs Union countries without requiring additional permission for industrial use.

Customs union TR certificate / declaration may be issued for a specified amount of products, as lots or on the basis of serial productions for 1, 3 and 5 years.

CU TR Customs Union Certification ways:

 1c: It is issued for a certain number of manufactured products
 It is issued for products produced at the same lot at the same time.
 It is issued for a specified product.

For CU TR Custom Union Certificate, an officially registered "representative firm" is required in any of the member states.

EXEMPTION (REFUSAL) LETTER
This is a a kind of letter which is given by accredited (authorized) certificate centers and declaring that the certification for the related product is not mandatory. This letter which is also called as the exemption letter and prepared in standard format by the certificate center and approved by seal and signature. Each country has a specific refusal letter format and application in Russia Federation, Kazakhstan, Belarus, and Ukraine.
Refusal Letter is given in two types:
1.   Refusal letter for Product Sale
2.   Refusal Letter for Customs
