QUALITY CERTIFICATES OF KAZAKHSTAN

GOST-K QUALITY CERTIFICATE OF KAZAKHSTAN
Kazakhstan has developed its own standards based on GOST-R standards, with the dissolution of the Soviet Union. Although these standards show significant similarities with GOST-R they have differences in the operation and regulation.
GOST-K Quality Certificate  is given by institutions authorized by Committee for Technical Regulation and Metrology of the Republic of Kazakhstan (KAZMEMST) Although this certificate is a compulsory certificate for most of the products entering into the country, at the same it facilitates wholesale and retail trade in domestic market and it has a feature bringing prestige to the product.
GOST-K Quality Certificate types are as follows:

Single Use (Lot-Based) Certificate: In this type of certification you need to do a sales agreement with an importer company from Kazakhstan The use of these certificates pertain to only one importer company for a single-use.
1-Year Serial Production Certificate: These are the certificates given for a period of 1 years a result of the examination of the samples and documents without expert visit. These certificates must be updated after 1 year.
3-Year Serial Production Certificate: Certificates issued for a serial production of 3 years upon expert visit. These certificates are valid for all customs procedures and product sales for 3 years after receipt. For a 3-year GOST-K Quality Certificate, annual inspection is required each year.


EXEMPTION (REFUSAL) LETTER:
The products requiring certificate at the customs are issued in the circulars  issued by Russian Federation Customs Committee once every 6  months. For a product excluded from the list an exemption (REFUSAL) letter must be taken and included in the customs documents. This letter is used both in the domestic market and at the customs and is given as lots. The authorization to issue this letter belongs to VNIIS institute.
This letter given by accredited (authorized) certificate centers and declaring that the certification of the related product is not mandatory, is prepared by the certificate center in a standard form and approved with seal and signature. Each country has a specific rejection letter format and application in Russia Federation, Kazakhstan, Belarus, and Ukraine. EAC rejection letter can also be given to determine if the related product is under the scope of the customs union certification-declaration or not.
Refusal Letter is given in two types:
1.   Refusal letter for product sale - It is a letter issued by an accredited certification body on behalf of the company and company manager.
2.   Refusal letter for custom units- It is a letter issued by an accredited certification to attention of custom authority.
